Listen server right?
Did you make sure the "LAN Game" box is unticked (is empty)?
When you are in the game, open the console (the "~" key apparently...) and enter
sv_lan and press return.
If it says
"sv_lan" = "1" then it means it is a LAN Game, so only you and others in your home network can play.
If it says
"sv_lan" = "0" then any ESF player on the Internet should be able to join your server.
Are there any free spaces on your server for more players to join?
If you make a server for 6 players maximum and it's already you + 5 bots, then there will be no more room for anyone else.
Also, are you sure anyone is trying to join your server?
I've made my own server properly loads of times, but no-one else ever joins.
Another thing...
If you are making an Open Beta server, the people joining have to have exactly the same version as you do.
New updates to the Open Beta are released every few weeks.
The newest Open Beta version is "9th April 07" release... more people may join if you have that one.
But if you are just making a normal ESF B1.2.3 server, then ignore that.
