Unless we're talkin freeza, i dont think a real scouter model and concept will ever truly be implemented. Krillin with a scouter? They can all sense frickin PL's!
With the exception of freeza, I think the scouter should be replaced with a simple dragon radar, and some other thing labeled "ki sense" or some crap like that. Knowing the exact PL of your enemy kind of takes the fun out of PS's.
