but this doesnt get rid of me wanting to allow some chars to recheare 1 hp every 2-4 seconds and recharge 100 hp as max and if piccolo and krillen r both guna be weak i say give them both homing attack like the "follow beam"

Yes, of course. HP regeneration for Boo, Piccolo and Cell is highly necessary.
I don't think Piccolo's going to be weak! He just is now, in the alpha. But I think somebody said, that he'd get some new attacks aswell...

ya that is true so i say they dont give piccolo an attack like that because i like being 1 of the only piccolo's
