i ve installed cs1.5 and is able to play esf ,then what is the difference between cs1.5 and cs1.6 in playing ESf?

There is a difference.
Without Steam the game will be probably be very buggy. Also, if you're not using Steam you will get no support from the forums if you encounter a problem.
