If your serious about making it you should do a big write up of all your ideas and posibilities of the game so people think "hey this guy has put some thought into this", coz an xmen mod would be nice.
Then you need to find people interested in helping out like modellers, mappers, etc.
If the ideas are good enough and you get the right people , it could work.

Yea it was pheonix... from what i hear when Gene dies she turns into pheonix .... and i'm still trying to find more people.. if anyone knows where i can go to get some recruits... telling me would be nice
