I've been thinking about this for a long time. And I really do want to start up a MMORPG with a DBZ feeling. It can't be DBZ or you'd get killed by FUNI, but you can still use KI, flying, etc. I've been wanting to start it and use the Torque Engine (this engine powers Tribes2). It'd be standalone.
You build your player up, compete in tournaments, take ships to other planets to fight, visit, or explore. You can do certain jobs like collect dragonballs with a group of friends. So if you find some other guy that has the last two dragonballs, your guys are going to have to fight to claim your dragonballs. If someone, or a group of people are fortunate enough to find them all, they get a wish. From a selection of oh, 15 different wishes or something.
You have to learn attacks and you can (maybe) develop your own custom attack. The attacks get better, faster, and stronger as you use them more and more. No more leveling! You do NOT level, except for going SSJ, SSJ2, etc. Level does not matter, your experience in the attack does. So you could be awesome with the big bang, but suck with a final flash. It depends on how much you use it and how much training you have gone through.
You can also go to Roshi's Island as a newbie, and get a flying nimbus. The flying nimbus would be better than flying as a noob, since flying as a noob is hard because you don't have much experience with it and you'd fly slow. At the beginning, I don't know if this would confuse new people, but I think it'd be cool if you have to learn to fly. From a book, friend, or NPC. At the beginning a NPC guides you for a few minutes and gives you your first lesson, flying. After a minute of all the NPC stuff, he goes away and you are free to start.
Other things you can do is get a training room or training/gravity capsule with your tournament winnings. This increases your learning/strength/speed by however high the gravity is upped to and however long you are under the gravity.
I have alot more ideas, but It'd take awhile to write them, and I'm not going to do that. Tell me what you all think. And don't complain about download times, or how long it'd take to develop, just tell me how this idea sounds.

The new thing with this MMORPG would be the fighting style. You won't select a person, then watch your player fight him and who ever has the best stats, wins. It will NOT be like that. Instead, the fighting will be much more like ESF's fighting, but more graphic and quicker. The fights would take place over masses of land. The Torque Engine uses a Height Map which can be found over at my personal site in beta( http://www.theragemod.com/Blazer/ - anatawa3d ). This would allow for low FPS, but large environments that mesh together to create 'earth', or any other planets. So you get to roshi's island you don't just walk there, you're probably going to have to make a 3 minute fast flying trip to get there over water and land both. So everything meshes together, the only times you might find some sort of loading time, is entering the server and loading the landscape, or maybe traveling from planet to planet. Also, traveling from planet to planet is not just teleporting a ship back and forth. You must board the ship, and wait a few minutes until your ship gets there. Buying a capsule from caps. corp. cuts that travel time by 75% and you can get to other planets in under a minute, and land in style!
