Need Texture Help

I've looked all over, but can't find an answer. How do you convert .TGAs to .VTFs? I tried to get Taz00's thing, but I don't know where to put the RAR file... ;(

Anyone? I really need this... I kind of figured out the VTex thing, but I don't know how it knows where to send the VTF...

When you download the Sdk from steam you you will have in the folder one folder calls "Vtex" u have to create a txt special for the programm. cuz its a dos file.
