Need help installing a Joypad/Gamepad/Joystick (Nowhere to turn)

The other day I went to EB Games and bought a Gamepad/Joystick for
my PC and certain games, I try to install it but the intructions
are inaccurate, and i'd ask at the site or call the people that
made it but oddly enough there is no brand name, and there is no
phone number, its a PS2-like controller, which vibrates, and it
has two extra buttons called "Turbo" and "Slow". Turbo supposedly
allows rapid fire for some of the buttons.

Anyway, Sometimes when I constantly reconnect the USB Joypad into
a USB port it vibrates as soon as I plug it in, but the other day
when I tried pluging it in again it kept vibrating forever. The
instructions for windows XP explains:

Preparation before use (WinXP):
1 Require Microsoft DirectX version 7.0 or above
Check DirectX version:
[Start] -> [Run] -> Type: "dxdiag.exe". Look over DirectX item. If the version
is lower, get the latest version from "http://www.microsoft.com/directx/".
2 Controller Driver Installation
Insert Driver Disk. Run "Setup.exe". Follow the instruction to finish installation.
3 Plug the Controller into the USB port.
4 Please right click [My Computer] -> [Properties] -> [Hardware] -> [Equipment Manager].
Under the Equipment Manager, right click [HID-compliant Game Controller] and choose
[Properties]. Select the file "Garp.inf " in folder "Win2000" in your floppy disk drive.
6 Enter [Control Panel] -> [Game Controller] -> [Properties]. Then you can test all
buttons and vibration function.

For one, I have Direct X 9.0a, second, it skips a step, after 4,
there is no 5, and third Under Hardware there is no Equipment
Manager, I see a "Device Manager" category, with two options to
click from. And even when I did click on those two options I say
nothing saying "HID-compliant Game Controller" or anything else
afterwards.

I just thought i'd get help incase anyone here owns this joypad
or has ever had a similar problem with other products like this.
The name of the Joypad I bought is called:

"Dualshock Vibration USB/PC JOYPAD"

The original instructions indicate that all I have to do, is
install the drivers, plug the joystick and thats it. But after
I plug in the USB I get a constant pop up near my PC's Clock
telling me that the USB Device is not recognized. And the only
thing it recommends is to keep pluging it in and out. I have
been through so many options I didn't even know my PC had
