No, Evil Naruto appears only when Naruto sits near that waterfall( or what ever it was).
And no. The Bijuu's themselves are just huge masses of chakra.

Naruto should expel evil Naruto out of holes on his head, then turn him into candy and eat him, this leads me to believe his power will double.

Alternatively he could forcefully remove evil Naruto and they could do the fusion dance.

But seriously, evil Naruto is not a separate being, it's just his hatred manifested in a separate form. It's still all Naruto which is why they're equal. Defeating the evil in his heart would make him "pure-hearted" which means the Kyuubi chakra would have no evil to latch onto when it leaks chakra. Also means Naruto can ride around on yellow clouds.

Sage mode requires channeling to charge it, I can't imagine either Naruto having time to store it up.

For all we know this Evil Naruto may have already have a clone behind the fall ready to channel.

That was honestly the cheesiest thing ever. I haven't seen that much cheese since I had a triple cheese toasted sammich for lunch the other day. If Twilight and a cheese factory were to have a baby, it wouldn't be half as cheesy as that chapter.

Next week should be good though.
