I read about this years ago. It certainly is an interesting piece of machinery, and one has to wonder where they would get the astronomical data for making it,, but I see no reason to infer extraterrestrial visitors. A lot of rather ridiculously complicated machines were made around 2000 years ago. Hell, someone even invented a type of steam engine - but it wasn't put to use because no one could actually find a use for it. And that's not even starting on Archimedes' madness.
