SourceForts is supposed to go in your SourceMods folder. I have it there, and it's working fine.

I assume you actually read the file README.txt in the sourceforts folder (yes 'readme' is in caps...) before you asked here?
Well when you were reading it you probably missed the installation section, and also the line saying:
"You may play this modification in conjunction with a legitimate copy of Half-Life 2 Death Match." ;)

I don't know about battlegrounds2 though; I've never played it.

Hmm.....try completely re-installing Steam, along with HL2 and the mods, then install it again. Sorry, nothing comes to mind except that.
