Models that look like it's been draw?

I'm not sure what it is, if it's an spirte, part of model or what, but I'm try to find something that will change my models that it must look like it have a draw effect, it must be possible, because in WormsHL it's been doen. If your not sure what I'm talking about there are a few games with this feature like DragonBallz: Budokai, Fear Effect 2, XIII. I think it's something to do with FX. Or if there is nothing like this, why can't we(I'm not included, because I don't really have modelling skillz, but can skin a bit) create something like this?

its called cel shading. and you have to have cel shaded models for it to be cel shaded (der).
