Just thought I would post this.
We had upgraded our server to 1.1 as soon as it was made available.
Then when the Win client released we thought the server was empty because of the added lag of mirroring the client.
It turns out that people could not connect to the server consistently.
We tried reinstalling clean, messing with the configs, etc etc to no avail.
The last thing we tried was rolling HLDS back from 3.1.1.0b to 3.1.0.0c and it was full 5 minutes after we brought it up.
so it looks to be an issue with the new HLDS and the new ESF 1.1 server.
