If you created an ESF server than you are the administrator.

If you are referring to the forums, you are usually hand picked but there a lot of prerequisites to even be considered for the position of administrator.

Either you're the host of the server or the administrator allows administrator access in which you need a password that was specified by the administrator.

A server? Well if you plan on keeping a server running most of the day then it would be best to rent one but the only thing is that you have to pay for it.

Put together a machine built entirely out of spare parts and install/learn how to use linux. Perfect server platform.

500mhz CPU, 96mb ram = 10-14 players depending on your upload

AMX is something you may want to consider too if your'e going to run a server. There are admins mods and you can even download plugins to change the game paly of esf. There are plugins that you can use to change your powerlevel, disable certain attacks and disable transformations etc.
