Well, for the most part you make your sprite in a 2D art program like Adobe Photoshop, but by building I think you meant turning your sprite into a .spr file?
I couldn't find any good links to this program, so I uploaded it myself. Download it <a href="http://www.angelfire.com/dragon/dragondude8/SprWiz.exe">here</a>.
It's a very simple wizard. Select your image, preview it, then save it as a .SPR!

I don't use icq.
That tool only turns a 256 color image in dimensions of 8, 256x256 max area into a .SPR file that is useable in Half-Life and it's mods.
If you don't have a sprite made yet, you're going to have to make an image in the specifications above first.
