You know, theres a whole sticky specially made to help people with this problem. Everything is still the same, apart from having to stick it all in your autoexe thingy, you have to make a new files called userconfig.cfg with all the info in there.
You cant get your FPS up with the command line (accept what is seen in the sticky's) If you want higher FPS you jsut have to lower the texture/quality settings and so on.
And maybe handy to post what Graphics card you got and in what resolution you play, then we could suggest the best setting for your card.
