Hmm, i have a theory, Perhaps the PL depends on color of the icon in the scouter display.

And when you aim your crosshair at a player the scouter displays the name, class, and powerlevel.

i know what u mean the more i hear about the new things the more i wish i was playing now

the scouter will be on upper right corner and when you put your crosshair on people(say they are goku and they just started) it will show:

class: goku
pl: 1,000,000

it will always be used as a radar. which is a good idea
