Help with skinning

i am trying to skin a CSS model and i dont know how to open them does anyone know how i can? and ive tried using Half Life Model Viewer and is just says windows has generated problems and you have to restart the program or something like that

EDIT: it works the only problem is i cant find VTF Tool because their link is broken so if anyone has it or has a link of it please post ill update if i find it thnx

EDIT2: i found VTF Tool and it working perfectly (i havent tried model in game because im not done) but so far its working good thnx alot

it works and everything for HL2 only i just figured out :S because i was skining a HL2 and i tried CSS and it doesnt work so if anyone has any program so i can skin a CSS model please post thanks ill post my skin when im done if im done sometime lol
