Help,i cant create a local game.

Please help me , i cant crate a local game server.When i try to start a local game,the game starts loading but stops on half and nothing.I can only start a local game server when i make max players 1.But when i do that i cant play i can just look around.Its ****ed up.Help plzz!!!

when you get back from the "stuck" position to the main menu (press the cancle button while loading) open the console and see if there are any errors.
