Indeed, we here in the netherlands can drink alcohol when we are 16, but we can't drive untill we are 18.

I hate alcoholic drinks though

Last I checked, it's not legalized so much as decriminalized. Since prohibition only tends to make problems worse and drive the businesses underground, it's easier, and more effective to focus attention on public health, and only to go after the big drug lords. I may be wrong about the netherlands on this one, but I know a lot of european countries have adopted this method.
