The idea has been declined. At the end of a long meeting we decided to keep freeza a non beam character. As he has other advantages, and more to come.

But that sucks since he can't beam struggle and he clearly did in the show. And Gen beams suck more then Micheal Jackson on a 5 year old boy!

But you have to realize that Frieza's Martal arts technique are to just blow people up not Power struggle with them

and the teams got it right frieza's got other things to make him balanced
