Forum and website error

Everytime I klick on a button like a thread or a forum a error like this appears:

Because people don't understand the equasion SPAM + BANDWIDTH = BIG BILL, iG/Greg has set a limit to the number of simultaneous connections to the Forums and www.esforces.com.

when it says too many connetions wouldnt one get the idea that perhaps too many connections are on
