Help me solve this damn puzzle. -.-

I can rotate the red wheel, as much as I want. I cannot look closer at any of the pages, and I'm wondering what the symbol below the newspaper headline means. For the life of me I cannot figure it out. Pressing the "advice" button tells me this;

"There seems to be a pattern to the order of the symbols on the wheel, yeah? I think it's a base 3 number system. It goes one dot, two dots, one line, one line and one dot and so on. The missing symbol (SINGULAR, might mean something?) must fit that pattern."

If it's base 3, shouldn't the sequence, in a nutshell, be something like this?

0 = no symbol
1 = .
2 = ..
3 = |
4 = |.
5 = |..
6 = ||
7 = ||.
8 = ||..
9 = |||

What does the puzzle want? A password that's and dot-and-line equivalent of 139?

Alternately, it could be that the dots are threes, and the lines are units:

0 = no symbol
1 = |
2 = ||
3 = .
4 = |.
5 = ||.
6 = ..
7 = |..
8 = ||..
9 = ...

139 isn't | . ... either. FFFFUUUUU. Been staring at the damn thing for an hour now, I don't want to give up. I solved 8 in a row. -.-

EDIT: I keep thinking the newspaper is of significance somehow. Any thoughts?

Notice the number 2 on the car in the left-most photograph and the II.. symbol on the newspaper -- that's what you should line up on the wheel. However, this leaves 3 and 9 blank. There is a pattern here if you keep looking it over in that the number of lines and dots increases in a logical fashion on the blank portions of the wheel.

Honestly, if you're not going to solve the puzzle yourself, why not just go play a different game?

What kind of reasoning is that? I tried solving it and I failed, completing the puzzle gives me some extra ingame information which I really want since it's interesting stuff. :/

I can see that avatar face is quite the solver.

Honestly, though, that newspaper doesn't look like it's out of Assassin's Creed 2. However I haven't played it yet so I wouldn't know.
