It's a problem with Steam, or you don't have a valid CD-Key.

Might want to have your keyboard checked for a sticky Caps Lock key as well.

As for you're problem. Are you trying to register it again? Maybe you already registered it. Just sign into steam and HL should be there. Unless you downloaded it. Then it won't work.
