Evil buu does block it in the Saga, so nothing wrong with being able to "block" it using the block button, damage is fine though.

i think the damage from buu's candy atck is fine, but the range is too big... have you ever tried using it on someone who has a PL which is about twice yours? it takes several minutes then...
