Android 18 herself said that before she was a robot she was a human. So it is possible for her to have children.

German dbz seems to have gotten a pretty bad translation... in the german version krillen REALLY wished her to be human ;D

Dr gero explains it all when hes talking to the androids about creating cell(just before they kill him) he sais the cells not goin to be enhanced by mechanical parts hes going to be all biomechanical. This is in some sort of flash back or somethin like that
