How do you get those letter in your sig with the glowing aura around them?

Ok have made a hellsing wp :P. Phobius got me into it so I decided to make this to show how much I like the show If you want to use it just say so and I will be willing to send you a bigger version of it if you need it.

it seems everywhere I go, they have tutorials just on making pictures. anyone know a place that can lead you to make your own, awesome, LAYOUTS, cuz right now, I'm not too hot, and Im sure some visual instructions would really help me.
