It's your client attempting to resync with the server. If it's only you, then it could be something with your particular network settings. Generally what is your ping when you first join the server? Is it consistently high, or does it shoot up and down?

There is your problem right there.
Do you have dsl? Cable? 56k? What's your internet? and where do you live? When you try to play esf what is the lowest pinged server you can go to?

The problems could be any of these
1. Your internet connection or the server's internet connection is having problems.
2. You have some P2P or similar program running on your system, sending email will also cause this.
3. There are other computers on your local network using your internet connection.
4. The server you are on has its network connection overloaded (too many players or it's sending email or something).

6. You have a Virus or Trojan or Internet Worm infection that is generating traffic.
7. You are connected to the internet using an analog (56K) modem.
8. You have your rate or cl_updaterate or cl_cmdrate settings too fast for your internet connection.
