only when that red line it's on your CF bar you can transform

its sopposed to be like that the red line is a new feature it grows when u fight more with that form(basicly like a learning period for each specific form).
if u will train just at the normal form and gain enough pl for ssj2 u still wouldnt be able to transform to ssj2 since u need to fight a bit with ssj1 first(its like that so u wont just train with one form until u have enough pl for the last form).

but sometime you can't even ascend to do that

what u mean?
when u have enough pl and the red bar is full u can ascend to the next level and then in the next level when u fill the red bar again and gain the required pl u can ascend to the next level etc..

its not a bug, its a feature

you get it by doing damage and getting your PL up in your HIGHEST FORM ATTAINABLE AT YOUR PRESENT STATE.. so if you can only go to ssj2, you have to fight in ssj2 to get ssj3
