Sadly, I did, somewhat. I opened Gamespot, searched for 'rally' and compared pictures. Fortunaly, it was the first game of the second page, out of 10 pages.

Anyway, great old school game:

It looks like a Thunder Force game (likely past 2 or 3, as I know those were both on the Genesis), I'm just not sure which one.
