I don't believe that, people can still cut their wrists or jump off a building. I don't see what makes slitting your throat any more 'basic' that it would be so ingrained in people's genetic code to actually prevent them from doing it.

I do know that it's impossible for adults and such, but I've never heard anyone say that only small kids are able to do it.

I doubt it though. The reason you can't kill yourself by holding your breath is because, after enough time, you basically knock yourself out and then your respiratory system takes over automatically, just as when you're asleep, your body controls your breathing for you. As such, I don't see how small children would be special in some way that would allow them to suffocate themselves in this manner.
