Well I thought the problem with choosing a gametype would be fixed because it was made for steam right? But when I go to change a gametype and start the server it stays on free fight and i still have to change the gametype in the game.cfg and only like that will it work. This problem was in 1.1 to.

Also the fx quality still needs to be fixed because when i turn the fx quality on high and go back to it it is on low and when i choose low it is on high and i have to do this whenever i start esf. This happened in 1.1 also.

steam has trouble changing text files, its a steam problem, you will just have to open the game.cfg and make the changes yourself
