spectating mode

when a person is in spectating mode. not the one where you can fight as a spectator but where its first person and you can only move so slow...... and yeah. well with all of the pics i see all the people in spectating mode they can see the hud. and they can see the scouter. how do i make it so i too can see the scouter while in spectating mode?
