i mean the one when vegeta is hanging above cell and fires a ki attack.

Now, are you talking about the english or the japanese version of the show?

If it's the english, then it's the piano song with lots of little chords (do-deh-di-dee-do-do), then it sounds all power-upy. I used to have a file of that taken directly from the show, but I lost the link, sorry.
