Dynamic lights are entities in the bsp itself. they are individuality set to a lightradius emit. These are for making lights or lightefects not done by textured light. (like a light with a on/off button)

I personally prefer textured lights unless I need a effect. :)

its quiet easy.

textured lights: texture emitting light. easy to use. no special stuff

Dynamic lights: entity based lights. (entity is a door, player, weapon ect ect). bit harder to use. (a bit) nonvisible (the source) has special stuff.

A textured light origin you can see. its the texture.

A dyn one has no origin visible. if you can place it next to a nonworking lamp so that you fake that the lamp emits the light. You can make dynamic lights go on and off.
