What do Solar Flare do in ESF? Does it blind your oponnent or somethin?

some melee's you
you block and use solar flar
recharge and atack him

*btw don't just wait half an hour for some1 to atack do this during a melee battle.... then you have more change that it works *

By the way, if you want to blind someone with solar flare, that person has to be looking at you, and he has to be close enough.
