I'm not sure but I think Roshi's powerlevel was registered as 10. Bulma rewired a scouter so that it would give human numbers, then scanned Roshi and Krillen. Can't remember what Krillen got though..

and yes this is exactly what happened in the show because there pl is there lifeforce (and techniqly acording to the show there ki was there pl as well but that would be dumb in esf)
