They don't always tell the wrestlers exactly what to say. Sometimes the instructions are pretty simplified, i.e. 'Say something mean about Eddie.'
Some wrestlers even have had their contracts exempt from that kind of things (like The Rock--he made up all of his catch phrases and stuff himself, pretty much).Shawn Michaels is another one, actually. It usually comes with seniority, pretty much.
That aside I doubt Randy Orton really meant what he said. Very convincing, but that's part of his job--plus he is a third generation wrestler, so if anything, he's a natural.
Plus if you know a lot about how WWE works under the hood, as strange as it may sound, Randy Orton is 'helping' to build up Rey. Backstage, and during the week, they probably spend a ton of time together working on the matches and dialog and such. This is the case with most 'feuds' in modern day wrestling; they have to work together to move the story along and most of the time they are actually usually fairly friendly in real life. I myself have seen WWE people in my hometown out eating after the show with the people they fought earlier in the night, even.
