What are we gonna do with these estimates of powerlevel from some website? Say something like "Ah, some website told that friezas PL at that point was 1,2 million." every time we watch DBZ. I dont think Akira though up powerlevels so much, he just thinked up who was stronger than who, and at what point. Well it's just my opinion...

Freeza never states his power level in a percent format. When Freeza starts to beat Goku he bluffs and says he's only using half of his power, later on after Goku still loses with Kaioken, Freeza makes a remark, "Nevermind half, i'm not even using a third". Straight from the true uncut japanese dailogue.
