No, not the starting PL cvar. But a cvar that will increase the PL you receive if you hit someone.
For example:
4x is the max of the cvar.
The more higher the number of the cvar, the more PL you will receive if you hit someone.
Public servers shouldn't change the cvar. It will be more for the clan and fun servers out there, so you can reach transform level faster and have high speed fighting.
