If you would look in the modeling section there is a gotenks in production with attacks and all...they use Krillins scatterbeam for SGKA...they just remodeled the attack. Although for new releases I would guess that Gotenks Veggeto and Tien are the top 3 new characters...teen gohan too. As the game progresses there will be more attacks and such but it takes time. I would say that there is a 99.99999% chance that there will never be any characters that are not DBZ...the .000001% is in case for later (I mean like really later) if the team runs out of characters they might dip into DGBT or possibly movies. I think.

Gotenks since he was about the strength of Goku, was said to possibly be added later because of that, Vegitto on the other hand will not, the dude is just to friggin strong. Unless of course they actually do do fusion, but .99 likely not

I strongly think Brolly should be added to the game
He is the one movie character that would hold some relevence to be put in.
Also quite a few people fancy Brolly so up to the team in the end but I bet he would be highly used
