Some effect but not all. Dude ur telling me when Goku said "now urs chance gohan" gohan just did the same thing he was doing for the past 15 minutes? Yelling in DBZ means powering up, he pushed more energy into it. He always had enuf energy to beat Cell. Remember Goku said "dont hold back not even for the Earth." Gohan was trying to accept that and when Vegeta distracted Cell Gohan understood and let it all out.

Well from the angle I was looking at, Cell wasn't exactly using everything he had either, not to mention that he wasn't injured. Gohan exploded after Vegeta smashed Cell in the back and Cell was distracted, and therefore unable to react to Gohan's surge of power. If Gohan could have killed him alone, he wouldn't have had to make his move when Cell wasn't watching him.
