There is something really like 3DS Max there is free. Can't remember what it is called.

Gmax, but you can't save the models as the Half-Life model format if I remember correctly.

There is Cinema 4D ,LightWave 3D but there are both very expensive.

If you need help with modeling, just ask in the modeling forum. As for Dragon Ball Z specific tutorials, I haven't been able to find any and I don't think there are any out there (I could be wrong).
