First you need a modeling program. You can download Milkshape 3D from chUmbaLum sOft. Theres a free trial there so you can mess around with that for a while.
As far as skinning goes. You can make a skin with any graphics program. Like Photoshop, Paint Shop Pro or MsPaint if youre really desperate. :]

And in Photoshop how do you do it i have at home Photoshop 6.0
How do you make your own skin in Photoshop i have toid a bit with the program but i didn't fin anything that can make that i have readen upon some turitorials how to do it can you send me some of your personal turitotrials so i can learn plsss i really need to get started on this, i have on week and then i give the big exam and when i tkae it i wana spend my time doing this
