What should I do if melee doesnt working?

That depends, what client are you using? The latest stable v1.2.x or the Open Beta Final? If v1.2.x, you can check out the following FAQ (Flash Tutorial): http://forum.esforces.com/faq.php?faq=esf_v123_faq#faq_esf_tutorial

As for the Open Beta, melee does work there but there are quite a lot of animation issues, and if I remember correctly, the advance melee was removed mostly as well.

What if I am using Earth's Special Forces v1.2.3 Full and cxx 2 and big pack8.4 ?

All 1.2.x versions have teh same melee and ECX doesnt change the melee.

Melee only works when you contact an enemy and you are holding down RMB, or when you swoop into them.
Just in case you were standing idle trying to melee, you never know if you dont ask.
