I need help

Hello i have downloaded cs and im like a huge dbz fan and this game is great i recommend it to everyone
but one promblem is why do i lag or my fps is always low like around 5 when it should be 30-60 can anyone help me.also whenever i or someone else uses spirit bomb or strong attack(full power) the power(circular motion) just follows me around and i lag and get 1 fps and cant move. sometimes i start off with 30 fps then when i charge up or go full power i get 10 or 5 fps can someone help me why i lag or glitch
