It's true, I once used it on a 1.2 Battle Damaged Goku model to make him look more muscular. I had his SSJ as normal form and buffed up SSJ as a trans.
The pain purpose of the Half-Life Model Viewer is exactly that, a model viewer. Its not meant to make extensive edits to a model like you would do with Milkshape or GMax. The HLMV lets you check out the compiled model before you play with it ingame. You can view all the models animations, skins (import and export them) and the model's mesh (wireframe, smooth and flat shaded.)
You can also edit the model's X and Y axis proportions.
