Uh, no it hasn't? 2008-2013 isn't over 9 years.

I honestly did not know that 4 years went by (after release of 1.2) until they decided to begin working on ESF:F!

There was about 2 years worth of 1.2 patching. Which is why it's 1.2.3. But yeah, 1.3 wasn't really thought of for quite a while afterwards. 4 years after 1.2's release, it was still going pretty strong.

Plus the only very very major changes to the engine happened 2-3 years ago. Give the devs some credit.

They look to be doing a fantastic job of things. Even if this game were made 10 years in the future, the way it looks is still perfect for a DBZ game.
