If you mean 'adding bots' to play with others instead of just with yourself... you can download and install the latest bots from www.esforces.com/files.php .

If you join internet servers, you can play with live people as well..

I think he means can you add characters. No you can't, but you can replace models, sprites and sounds to customize already created characters.
