Than that file is impossible to be missing. Its part of Half Life. As in the game files that STEAM itself downloads as soon as you download HL through STEAM after you register it.

Spunky, the half-Life icon looks like that. It runs the game's icon, not Steams. As said, make a screenshot with steam launched, and your game list.. Just to make sure you got a valid Steam account with Half-Life on it.
